General development tasks

In accordance with the Act on the Promotion of Harmonious Regional Development – USSR-2, general (and other) development tasks at the regional level, which are carried out in the public interest, are carried out by RRA registered in the register of regional development agencies at MGRT. The Council of the Pomurje Development Region and the Development Council of the Pomurje Region have chosen a contractual partnership of the existing regional development agencies/institutions of the Pomurje Region for the performance of general development tasks (SRN) in the Pomurje Region in the program period 2021-2027. Partner institutions, in close cooperation with each other and under the coordination of the host institution, coordinate the following areas at the regional level:

 

 

Development agency Sinergija acts as an active member of the regional network structure of the existing regional development agencies to ensure the implementation of SRN in the Pomurje region, namely as a participating development institution of RRA for Pomurje, responsible for the area of the attractive region. The general development tasks (SRN), which are carried out in the public interest at the regional level, are:

  • preparation, coordination, monitoring and evaluation of the regional development program and regional projects in the region,
  • preparation of agreements for the development of the region,
  • implementation of regional projects and participation in the implementation of public tenders, public procurement and public-private partnership procedures within the framework of these projects,
  • cooperation and support in the operation of the development council of the region, the council of the region, the regional development network and regional development partnerships,
  • information, general advice, inventory of project ideas and guidance of development partners in the region in the design, application for tenders and implementation of regional projects,
  • transfer of knowledge and good practices of regional development and
  • assistance in the implementation of regional financial schemes, when implemented by the Public Fund, intended to promote coherent regional and rural development.

On the basis of the Agreement on cooperation in the implementation of the SRN, which was concluded by the designated development institutions, each municipality of the Pomurje region grants one of these institutions consent to perform the SRN in accordance with Article 18 of the USSR-2 for the area of the respective municipality, and concludes a contract with it on co-financing by thr SRN. Since the beginning of 2016, Development agency Sinergija has had written approvals for the implementation of the SRN of all eleven municipalities of the regional development partnership ORP Sinergija, i.e. the municipalities of Beltinci, Cankova, Gornji Petrovci, Grad, Hodoš, Kuzma, Moravske Toplice, Puconci, Rogašovci, Šalovci and Tišina, from at the beginning of 2017 for the municipalities of Odranci, Črenšovci and Turnišče.

RDP 2014-2020

The Regional Development Program of the Pomurje Region for the period 2014-2020 (RDP Pomurje 2014-2020) is the fundamental strategic and programming document of the region, which coordinates development goals in the region and determines the instruments and resources for their realization. Content-wise and methodologically, it is coordinated with national development policies and fully follows the EU 2020 goals for achieving smart, sustainable and inclusive growth. It is realized by an agreement on the development of the region, signed by the president of the Development Council of the Pomurje Region and the minister responsible for regional development, concluded for a four-year period. Pomurje region

Pomurje is the seventh largest statistical region of Slovenia. It covers 6.6% of the total area of Slovenia and 5.8% of its population. It is located in the extreme northeast of the country, away from central Slovenia, on the fifth European transport corridor that connects Barcelona and Kiev, on the railway connection between Slovenia and Hungary and on the highway connection Lendava – Ljubljana – Koper. Pomurje is a unique Slovenian border region, as it borders three countries: Austria to the north, Hungary to the east and Croatia to the south, which guarantees it a particularly attractive geostrategic location. The center of gravity of Pomurje is Murska Sobota. It is approximately equidistant from Ljubljana, Vienna, Budapest, Bratislava and Zagreb, which means that it reaches a market of approximately 12 million people within a radius of 300 km. Pomurje is a functionally connected area consisting of two geographical regions – Prekmurje and Prlekija, which are separated by the Mura river. It is administratively divided into twenty-seven municipalities: Apače, Beltinci, Cankova, Črenšovci, Dobrovnik, Gornji Petrovci, Gornja Radgona, Grad, Hodoš, Kobilje, Križevci, Kuzma, Lendava, Ljutomer, Moravske Toplice, Murska Sobota, Odranci, Puconci, Radenci, Razkrižje , Rogašovci, Sveti Jurij, Šalovci, Tišina, Turnišče, Velika Polana and Veržej. Municipalities are more closely connected and cooperate within five geographically, historically, spatially and administratively rounded entities or sub-region (Lendava sub-region, Ljutomer sub-region, MO Murska Sobota, sub-region of the development coalition Sinergija and sub-region of Gornja Radgon). Pomurje can be divided into a plain and a hilly part. Plain, which spreads on both sides of the Mura river, is surrounded by hilly Goričko in the north, which is characterized by the variety of the landscape, and in the south, the viticulture landscape, Ljutomersko – Ormoške, Lendavske and Radgonsko – Kapelske gorice (vineyards). There are three protected nature areas in the region, in addition to the Goričko Landscape Park, the Ljutomerski Ribniki – Jeruzalemske Gorice Landscape Park and the Negova Landscape Park. The Pomurje region is the flattest and most agricultural statistical region of Slovenia. The fertile soil, continental climate and flat land create favorable conditions, especially for agriculture. Arable land in this part of Slovenia comprises more than 80% of all agricultural land in use, or twice the Slovenian average. Due to erosion and frequent landslides, Pomurje is largely defined as an area with special restrictions (Goričko, Slovenske gorice). Erosion and frequent landslides in these areas make agricultural use difficult, but on the other hand, proper management in these areas is necessary to prevent and protect against the harmfulness of these restrictions. In Pomurje, according to the data of the Goričko Landscape Park, 47% of the area of the entire region is included in the Nature 2000 network. In addition to Goričko, Natura 2000 is also located along the entire plain course of the Mura River and in the area of the lowland forest in Dolinsko of Dobrovnik, and to a lesser extent near Borejci and in Radgonsko – Kapelske Gorice (vineyeards). In the field of upbringing and education, the region is adequately covered by a network of primary schools and kindergartens. The accessibility of programs in secondary education is adequate. In recent years, the region has also gained more post-secondary and higher education programs. Pomurje is plagued by development problems, as it is below the Slovenian average in all indicators compared to other regions. The remote location adversely affects the economic situation of the region and the living conditions of the inhabitants. The region is lagging behind the most developed regions and is ranked last among the twelve Slovenian regions according to the indicators of development, threat and development possibilities expressed by the index of development threat. This is especially reflected in the ethnically mixed area along the Hungarian border. Special attention is also given to areas where members of the Roma community live, who represent a small percentage of the population. Pomurje boasts a rich and colorful cultural heritage that has preserved a relatively authentic image and represents development potential for various areas, e.g. entrepreneurship (new content in renovated buildings), employment (needs for the implementation of renovation works), knowledge (education and training in the field of preserving traditional and specific knowledge, skills; use of e-heritage content), sustainable use and production of energy, environment (cultural heritage as non-renewable resource and central element of cultural diversity) and social (social cohesiveness of heritage conservation with heritage communities). Pomurje is a meeting point of cultures and religions and ethnic groups, which gives it a specific cultural character and provides a unique cultural heritage. The vision of the Pomurje region 2014-2020 reads: Pomurje will be a really good Slovenian region. In accordance with the set vision, in 2020 Pomurje will be a region that provides its inhabitants and visitors with sustainable development a natural living with the environment, a high quality of life and the integral development of their own potentials.

Regional development planning – Program period 2021 – 2027

 

The priority task of the Development Center Murska Sobota, together with other partners, is the planning of regional development, which must be the result of cooperation between the national, regional and local levels, and at this level, in particular, various regional stakeholders and civil society. Only in this way can written plans be an actual reflection of the state, capabilities and wishes of the region to which they are intended. The Regional development program is the fundamental strategic and programming document that defines the main guidelines and priorities for the development of the region. A wide range of regional stakeholders is involved in its planning, from regional bodies and the most important regional institutions to civil society, the professional public and interested individuals – all with the aim of achieving a broader social agreement on the direction of further development of the region. The preparation of the Regional Development Program 2021-2027 began with the adoption of the decision of the Development Council of the Pomurje Region on the preparation of the RDP and the program for the preparation of the RDP at the end of August and with the holding of the Regional Development Conference on October 5, 2018 at the Castle in Goričko, and continued with brainstorming sessions, working meetings and meetings with regional stakeholders, experts and other interested parties in the joint formulation of the region’s future development strategy. The final document – the Regional Development Program of the Pomurje Region for the period 2021-2027 – was prepared and approved by the regional authorities in June 2022. The adopted development document derives the vision of the region’s development: Healthy. Pomurje. 2030. The development specialization of the region will be realized in sustainable, integrated and innovative solutions in areas related to health – from a healthy environment and ensuring the attractiveness of the region for the immigration of creative and innovative young people and tourist visits to the production and processing of healthy food and enabling conditions and promoting services for healthy aging.
The strategic development goals of Pomurje for the period 2021-2027 are:

  • Healthy aging and a connected society

 

The development priorities of Pomurje for the period 2021-2027 are coordinated with the fundamental strategic orientations and endogenous potentials of the Pomurje region and are reflected as integrated sets of identified measures in the areas of:

  • A smart region
  • Green region
  • Connected region
  • Social region
  • Attractive region

Regional authorities

Development decisions at the level of the region in accordance with the USSR-2 are made by:

  • development council of the region,
  • council of the region and
  • development council of the cohesion region.

The following are established in the Pomurska region as development guidance, control and decision-making bodies:

  • The Development Council of the Pomurje Region, consisting of representatives of municipalities, businesses, NGOs, a representative of the Hungarian ethnic minority and representatives of regional development partnerships,
  • The Pomurje Development Region Council, which consists of the mayors of all Pomurje municipalities.

The cohesion region of Eastern Slovenia consists of the following development regions (territorial units NUTS-3): Pomurska, Podravska, Carinthia, Savinjska, Spodnjeposavska, Zasavska, Jugovzhodna Slovenia and Notranjsko-Karst. The Development Council of the Cohesion Region of Eastern Slovenia, in accordance with the Regulation on the Development Council of the Cohesion Region, consists of representatives of the development regions connected to the Cohesion Region. Each development region has five representatives in the council. In performing its tasks, the council cooperates with ministries, regions, municipalities, associations of economic activities, self-governing national communities, and public and non-governmental organizations.
